In Visual Studio 2017, By dint of the New Installation Experience (Workloads), you can now Install the Office Developer Tools directly without downloading an independent file from the Web Platform Installer as was in previous Visual Studio versions. Open Visual Studio 2017 Installer. Click on Modify to add a new component. The Visual Studio 2010 SDK provides tools and templates for building Visual Studio extensions. By using the Visual Studio 2010 SDK, you can build your own tool windows, create menu commands, and add extensions to the new Visual Studio editor and other features. Visual Studio templates are great because the do the scaffolding of projects for us so we don't have to write the boiler plate code. They also help us set up our project in a familiar format each. Visual Studio Code is a code editor redefined and optimized for building and debugging modern web and cloud applications. Visual Studio Code is free and available on your favorite platform - Linux, macOS, and Windows. What I ended up with on my Start Menu was a Visual Studio 2017 and a Visual Studio 2017 (2). The Visual Studio 2017 (2) had all the templates I was missing. Following the steps found in the First answer to this question (which were clear and easy to follow) did not fix my issue.

With SSDT, you can design and deploy any SQL Server content type with the same ease as you would develop an application in Visual Studio.
Changes in SSDT for Visual Studio 2019
With Visual Studio 2019, the required functionality to enable Analysis Services, Integration Services, and Reporting Services projects has moved into the respective Visual Studio extensions. The core SSDT functionality to create Database Projects has remained integral to Visual Studio (you need to select the Data storage, and processing workload during install). There's no more standalone SSDT installation required.
If you already have a license to Visual Studio 2019:
- For SQL Database Projects, install the Data storage and Processing workload for Visual Studio
- For Analysis Services, Integration Services or Reporting Services projects, install the appropriate extension(s) from the marketplace

If you don’t already have a license to Visual Studio 2019:
- Install Visual Studio 2019 Community
- Install the Analysis Services, Integration Services, or Reporting Services extension as appropriate
Changes in SSDT for Visual Studio 2017
Starting with Visual Studio 2017, the functionality of creating Database Projects has been integrated into the Visual Studio installation. There's no need to install the SSDT standalone installer for the core SSDT experience. To create Integration Services/Analysis Services/Reporting Services projects, you still need the SSDT standalone installer.
- For Database Projects, install the Data Storage and Processing workload for Visual Studio
- For Analysis Services, Integration Services or Reporting Services projects, download and install SQL Server Data Tools
Install SSDT with Visual Studio 2017
To install SSDT during Visual Studio installation, select the Data storage and processing workload, and then select SQL Server Data Tools. If Visual Studio is already installed, you can edit the list of workloads to include SSDT:
Install Analysis Services, Integration Services, and Reporting Services tools
To install AS, IS, and RS project support, run the SSDT standalone installer.
The installer lists available Visual Studio instances to add the SSDT tools to. If Visual Studio isn't installed, selecting Install a new SQL Server Data Tools instance installs SSDT with a minimal version of Visual Studio, but for the best experience, we recommend using SSDT with the latest version of Visual Studio.
SSDT for VS 2017 (standalone installer)
Important
- Before installing SSDT for Visual Studio 2017 (15.9.2), uninstall Analysis Services Projects and Reporting Services Projects extensions if they are already installed, and close all VS instances.
- Please use SSDT for Visual Studio 2017 (15.8.0) or the previous versions for designing SSIS packages that contain Teradata Source/Destination. SSDT for Visual Studio 2017 after 15.8.0 can’t design SSIS packages that contain Teradata Source/Destination by Attunity.

Offline install
To install SSDT when you’re not connected to the internet, follow the steps in this section. For more information, see Create a network installation of Visual Studio 2017.
First, complete the following steps while online:
- Download the SSDT standalone installer.
- Download vs_sql.exe.
- Movie viewer app. While still online, execute one of the following commands to download all the files required for installing offline. Using the
--layout
option is the key, it downloads the actual files for the offline installation. Replace<filepath>
with the actual layouts path to save the files.- For a specific language, pass the locale:
vs_sql.exe --layout c:<filepath> --lang en-us
(a single language is ~1 GB). - For all languages, omit the
--lang
argument:vs_sql.exe --layout c:<filepath>
(all languages are ~3.9 GB).
- For a specific language, pass the locale:
- Execute
SSDT-Setup-ENU.exe /layout c:<filepath>
to extract the SSDT payload into the same<filepath>
location where the VS2017 files were downloaded. This action ensures that all files from both are combined into a single layouts folder.
After completing the previous steps, the following steps below can be done offline:
- Run
vs_setup.exe --NoWeb
to install the VS2017 Shell and SQL Server Data Project. - From the layouts folder run
SSDT-Setup-ENU.exe /install
and select SSIS/SSRS/SSAS.- For an unattended installation, run
SSDT-Setup-ENU.exe /INSTALLALL[:vsinstances] /passive
.

Note
If using a full version of Visual Studio 2017, create an offline folder for SSDT only, and run
SSDT-Setup-ENU.exe
from this newly created folder (don’t add SSDT to another Visual Studio 2017 offline layout). If you add the SSDT layout to an existing Visual Studio offline layout, the necessary runtime (.exe) components are not created there.Considerations and limitations
- You can’t install the community version offline
- To upgrade SSDT, you need to follow the same path used to install SSDT. For example, if you added SSDT using VSIX, then upgrade via VSIX. If you installed SSDT via a separate install, then you need to upgrade using that method.

After a Visual Studio 2017 (RC) installation from scratch, I can't find a standard list of templates. I'm specifically interested in the
Console Application (C#) template
and the Windows Form (C#) template
. I'm pretty sure I'm missing one of the Individual Components. I'm not sure which one is supposed to be installed and I don't want to install all of them.Please see my list with components installed.

You need to install it by launching the installer.
Click the 'Workload' tab* in the upper-left, then check top right '.NET-Desktop Development' and hit install. Note it may modify your installation size (bottom-right), and you can install other Usb lan adapter driver xp. Workloads, but you must install '.NET-Desktop Development' at least.
*as seen in comments below, users were not able to achieve the equivalent using the 'Individual Components' tab.

If you have installed .NET desktop development and still you can't see the templates, then VS is probably getting the templates from your custom templates folder and not installed. To fix that, copy the installed templates folder to custom.

Typically this happens when you are at the office and you are running VS as an administrator and visual studio is confused how to merge both of them and if you notice they don't have the same folder structure and folder names. One is CSHARP and the other C#..
I didn't have the same problem when I installed VS 2017 community edition at home though. This happened when I installed visual studio 2017 'enterprise' edition.

I had to reinstall .NET desktop development (throught Workload tab), even button was showing: Modify
After that Visual C# selection appeared :) (And now i can use Console APP Template)

My personal experience was that I had installed the Team Foundation Server client for 2017 first (was using it as a Proof of Concept for our QA team, while I was still using VS2015), then followed it up with Installing Visual Studio 2017 later to begin development.
What I ended up with on my Start Menu was a Visual Studio 2017 and a Visual Studio 2017 (2). The Visual Studio 2017 (2) had all the templates I was missing. Following the steps found in the First answer to this question (which were clear and easy to follow) did not fix my issue. I had thought that launching the client would upgrade to the Development Client, but it did not. I renamed it to Visual Studio Professional, and now have everything I need. Not sure if this happens to anyone else, but it was what happened to me, so I hope this helps someone.

I came here via a search in Google, I was looking for a missing Template option in Visual Studio 2017 File menu: in VS-2015, it was Export to Template and I used it to add my own standard Project Items.
Meanwhile, I found an answer. my issue was not related to default templates and it does not need install things. The option Export to Template has been moved to the VS-2017 Project menu !

My C++ templates were there all along, it was my C# ones that were missing.
Similar to CSharpie, after trying many modify/re-installs, oddly the following finally worked for me :
- run the installer, but un-select 'Desktop development with C++'.
- allow installer to complete
- run the installer again, and select 'Desktop development with C++'.

Jungle download mp3. In my case, I had all of the required features, but I had installed the Team Explorer version (accidentally used the wrong installer) before installing Professional.
When running the Team Explorer version, only the Blank Solution option was available.
The Team Explorer EXE was located in:'C:Program Files (x86)Microsoft Visual Studio2017TeamExplorerCommon7IDEdevenv.exe'
Once I launched the correct EXE, Visual Studio started working as expected.
